"Living policy" means the policy to coordinate the social area of our life where the interrelations between individuals, families, enterprises, and nations are included. The reason why it matters the policy theory in such a wide area is that the situation of so-called "Public-Private mix" has appeared today in place of the situation of "Public-Private allotment". It has been difficult only for the market mechanism to solve such a Public-Private mix situation, and also only for an official system of the government. It becomes clear today that it is not in the problem situation that they can supplement each fault with "Public-Private allotment" system if market and nation allot them each other. The combination of flexible systems is needed to correspond the Public-Private matters so that the problem of this area may happen in considerable heavy layers.
As mentioned above, Public-Private matlers are the central problems of such living policy theories. But there are some following problerm groups that combine and compose such Public-Private matters. For instance, "Profit-Nonprofit" or "Commodification-Decommodification", and "Formality-lnformality" have come to the surface as the essential considerations. The reason why these problem groups are producing the mix situation in addition to the Public-Private matter problem is that not only the importance of the problem "Market vs. Nation" but also the element of "Household economy" is recognized today. In a word, it has been pointed out as the central problem tkat the living policy can coordinate the problems of "Marke-Nation mix", "Market-Household mix", and "Nation-Household mix". This short essay makes an examination of a basic principle of such "Public-Private mix" problems.
