| 内容記述 | 山岳地域経済の持続的な発展において観光がいかなる役割をはたしうるのか。小論ではヒマラヤ登山及びトレッキングで多数の入園者を受け入れているサガルマータ（エベレスト）国立公園における観光が山岳地域の農村経済に与える影響について考察する。環境を破壊せずに農村開発は可能か。人類にとって普遍的なこの難問を考察する上で、人間の生活環境として最も過酷な環境の一つである山岳地域における資源賦存の持続性という問題は、多くの示唆を与える。 エベレスト初登頂のヒラリーが60年代に組織したNGOであるヒマラヤン・トラストの長年の活動は、初等教育、地域の保健、医療等のBHNの充足に重点を置くものであった。さらに森林回復のために苗作りから始めた植林事業を軌道に乗せた。国立公園管理には、ヒマラヤン・トラストの長年の活動が前提となっている。91年［河合 1991］の調査以降のクンブ地域の発展は、91年に設立された新しい国際NGOであるエコ・ヒマールによる電化とトレーニングを受けた若いシェルパがスタッフとなり運営しているクンブ電気会社の存在とともに、地域NGOであるサガルマータ汚染規制委員会（SPCC）の地域環境管理によるところが大きい。 観光業と地域環境保全が両立している背景には、ヒマラヤン・トラストにより育てられた人材の存在と地域環境保全を上位に掲げた地域の総合的開発計画が、政府諸機関・ナムチェ村落開発委員会及びNGOの連携を通して実施されている実績がある。 |

| 値 | Is it possible to expect mountain tourism as a driving force to promote sustainable rural development at remote and fragile environments? Tourism enhances economic opportunity to the local population through visitors. However, in many cases, visitors easily exceed the carrying capacity of the locality and degradation of the natural environments and culural erosion of local population start. It is pointed out that ecotourism offers a new development paradigm: one that allows local communities to derive benefits from tourism while at the same time ensuring the conservation of the environments and culture concerned [Rogers 1998a:3]. This research note based on the field survey in 1999 aims at tracing activities of NGOs and their coordination with the newly introduced Village Development Committee in order to understand how they succeed in organizing local population to pursue sustainable rural development. Himalayan Trust initiated by Edumund Hillary the first summiter of the highest peak with Tenjin Sherpa in 1953 and Austria Eco-Himal organized in 1991 play crucial roles in promoting eco-friendly tourism development projects in spite of a very fragile relationship between men and nature at the Serpa's native land, the Sagarmatha National Park of Nepal, which was inscribed as a World Heritage Site by UNESCO in 1979. |
