Secondly, I will give particular attention to the problems that arose in Lulong County of the Tangshan Special District. According to the understanding of Party Central authorities, the problems arose because of one-sided directions issued by the Tangshan Special Party Committee. Thirdly, I will examine the steps taken by the North China Bureau and the Hebei Party Committee to correct these errors, looking at the system of qingshi baogao, that is asking directions before taking action, reporting on results afterwards. This system, which was the key to the resolution of the problems, was designed to bring unity in thought between different levels of party and state organizations.
