The Government of Bangladesh has completed the final draft of the Participatory Perspective Plan for Bangladesh 1995-2010. The planemphasizes the following points. First, 'based on the premise that pe opleare the centre-piece of development, planning is conceived at the local level, for and by the local people. Conventional plans of the past drawn up on the basis of compiling resources and allocating them against sectoral targets have lacked \"ownership\" at different levels and have been unsuccessful because of weak or inadequate consideration of the institutional structure for implementation, particularly at the local level. 'The second point is strengthening of the instituional infrastructure for rapid implementation of development programmes at the local level. This provides the operational dimension for the first point.\n Through reviewing two projects in Bangladesh, this paper shows the importance of local development unit' defined as a geographical area which the people take advantages in order to participate in development. The first project is the 'Flood Action Plan' started in 1989, which aimed at controlling flooding by constructing embankments. The newly built embankments sometimes disturbed the existing drainage and irrigation system of the area. As a result of this, the residents of the area were forced to cut the embankment to reduce the water level as necessary. This 'public cut' of the embankment has pointed out to the government and donar agencies the neccessity of people's participation at the local level. They came to recognize the importance of a geographical area where all the residents express their requirements and needs.\n The other project is a one to organize a cooperative in the viliage examined in the study. The cooperatives of Bangladesh originated from the credit cooperatives introduced in the 1910s in Brtish India. In the 1970s and 1980s, the number of cooperatives increased as the government subsidized the cooperatives in making tube wells. However, these cooperatives failed to bring the poor and weak sectors of the local people into the sphere of development. In order to streamline these traditional cooperatives, a multipurpose single village institution to be used by all development agencies has been experimentally introduced by the Bangladesh Academy for Rural Development (BARD). The broad objective of the programme is to improve the socio-ecenomic conditions and quality of life of 'all groups of people in the village through a common institutional framework.' Each village is to build a village-based cooperative called the Comprehensive Village Development Cooperative Society (CVDCS). It covers all the villagers: adult males, adult females, and children.\n It can be seen from the experiences of CVDCS types of cooperative that a cooperative becomes a suitable institution for 'Participatory Development' only when it has been formed based on the organization of village. If so, it develops self-management by promoting local leadership and community spirit on the one hand, and also forms collective capital through regular small savings. The institutional framework developed through this project makes it possible to request for government support services easily and with minimum cost.
