 note = {ブータンは，ヒマラヤ南面に位置し，人口約60万人，日本の九州程の面積の王国である．農村人口は9割を占め，第一次産業のGDP比は50％，一人当たりGNPは420ドルで，発展途上の国の一つである．工業化により推進される経済開発を目標とすればその達成は遙か彼方にある．しかし，最も遅れて工業化過程に加わったブータンは，工業化を極度に推進した先進国とキャッチ・アップに邁進する発展途上国が重い課題として背負う地球環境問題解決の困難性を認識し，自然環境保全を最優先した抑制された工業化の道を歩んでいる．
　手つかずの豊かな自然が固まりとして残り，地球の生物多様性保全に最も貢献している地域はブラジルのアマゾン流域とブータンである．国土の最低60％は森林として保全する法律を策定し，現在国土の約23％を国立公園・生物多様性保護区として維持し，生物多様性保全という地球的課題に対する貢献では先進国であると国際社会において主張している．最も遅れて工業化過程に入ったブータンは，手つかずの森林が持つ生物多様性を自国の最も優位な資源賦存と捉え，21世紀の最大の課題の一つである「持続可能な開発」を目指した開発戦略を推進しているといえる．
　本研究ノートは，工業化と自然環境保全とを両立させる開発戦略における農林業政策の内容，工業化のための森林資源の位置づけ，さらにこうした開発戦略を可能としている統治体制の性格についての現地での観察結果を述べる．地球環境問題の解決に向け，ブータンの開発戦略から我々が学ぶべき点を考察したい．, In 1992, The National Environment Secretariat, the Royal Government of Bhutan published the book entitled Bhutan: Towards Sustainable Development in a Unique Environment based on the National Report to the U N Conference on Environment and Development (Earth Summit). Bhutan thus addressed to the world community:

　　　The Kingdom of Bhutan in the Eastern Himalaya is environmentally one of the richest countries in the world. It is the policy of the Royal Government of Bhutan to ensure that this rich natural endowment is preserved, and that the development of the country is sustainable and will remain so in the future. …… Bhutan is in a rare and possibly unique position in that it entered the so called "development process" very late, with great caution and with every intension of learning from the experiences of other countries.

　And Bhntan asked for the support to maintain her rich national resources. Based on short field study, this note tries to characterize its framework for the strategy of sustainable development. The role played by the primary industry and her governance are carefully examined, deeper documentation is needed, however.},
