{"created":"2023-06-20T15:28:24.720422+00:00","id":7464,"links":{},"metadata":{"_buckets":{"deposit":"988f8d75-c7d6-48bd-b4b5-81f47e05e043"},"_deposit":{"created_by":3,"id":"7464","owners":[3],"pid":{"revision_id":0,"type":"depid","value":"7464"},"status":"published"},"_oai":{"id":"oai:ouj.repo.nii.ac.jp:00007464","sets":["470:394:432"]},"author_link":["9407","9409","9406","9408"],"item_10002_biblio_info_7":{"attribute_name":"書誌情報","attribute_value_mlt":[{"bibliographicIssueDates":{"bibliographicIssueDate":"2005-03-31","bibliographicIssueDateType":"Issued"},"bibliographicPageEnd":"70","bibliographicPageStart":"57","bibliographicVolumeNumber":"22","bibliographic_titles":[{"bibliographic_title":"放送大学研究年報"},{"bibliographic_title":"Journal of the University of the Air","bibliographic_titleLang":"en"}]}]},"item_10002_description_5":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"　国際保護鳥トキの保護及びトキ自然復帰は、世界的に注目されている。トキの保護と自然復帰は生息地の生態環境の問題だけではなく、地域の農業構造の調整と社会システムの改革を含む広がりを持っている。野生トキ生息地は、「後進的」農村地帯である。貧困地域での自然環境保護は、地域住民の理解と協力が不可欠である。このため住民参加を通しての地域社会全体の合意形成が探られている。\n　合意形成における最大の問題は、いかに生息地住民の利害関係を調節するかにある。中国では、一部で自然保護区の管理・運営に地域住民を参加させる「社区共管」方式を導入した。本稿では、「社区共管」方式下での①生息地保護と、②生態農業（有機濃業）の普及に絞って報告する。\n　①生息地保護では、繁殖期におけるペアの保護が重要である。野生トキは中国洋県に生息するのみである。野生復帰を睨み人工飼育下のトキは、佐渡トキ保護センターと中国洋県、周至、北京動物園の4ヶ所で飼育され増加している。佐渡はトキの生息に適した場所で、1981年（昭和56）までは野生で生息し、日本最後のトキ生息地となった。1959年の繁殖期から、川上久敬新穂村教育長の呼びかけにより、「新穂とき愛護会」が結成され、繁殖期の生息地への「入山禁止」を徹底させる目的で山道の要所に立ち（「見張り番」）トキの繁殖を見守った。この成果により野生トキ個体数が一時増加した。\n　一方、1981年に洋県で野生トキを発見した中国政府は、直ちに地域住民の協力を得て「入山禁止」、「見張り番」を実行し、野生トキは81年の7羽から2004年の360羽に増加するという大きな成果を得た。\n\n　②生息地の環境保全を目指した農業生産と生活様式への転換に関して、草バ村での生態（有機）農業推進が注目される。傾斜地のトウモロコシ、ムギ、イモ類の作付け方式から減農薬梨栽培に大きく転換した。最大の成果は、村民所得の大幅な増加、土砂流出防止機能の強化、野鳥の生息環境の改善などである。水田稲作では減農薬、有機栽培が導入され、認証米（グリーン米：緑米）制度下で販売されている。生態農業の目的が実現されつつあるといえる。\n　新穂村では平成12～14年「共生と循環の地域社会づくりモデル事業」が実施された。一部の水田では無農薬有機栽培でかつ冬期の餌場確保を目指す不耕起湛水栽培の試みが始まった。2005年4月から3年計画で棚田修復、放鳥のための野生順化施設建設計画などが具体化される。\n　洋県と佐渡とは野生トキの生息地保護という同じ目標に向かっている。双方の比較検討を通して、人間とトキとの共生の課題が達成されなければならない。","subitem_description_type":"Abstract"}]},"item_10002_source_id_11":{"attribute_name":"書誌レコードID","attribute_value_mlt":[{"subitem_source_identifier":"AN10019636","subitem_source_identifier_type":"NCID"}]},"item_10002_source_id_9":{"attribute_name":"ISSN","attribute_value_mlt":[{"subitem_source_identifier":"0911-4505","subitem_source_identifier_type":"ISSN"}]},"item_10002_textarea_25":{"attribute_name":"抄録（英）","attribute_value_mlt":[{"subitem_textarea_language":"en","subitem_textarea_value":"　Due to the series of restrictive protection measures taken by Chinese Government for protection of the endangered species Crested Ibis Nipponia Nippon, its population in Yang County has increased from 7 at the time of its rediscovery in 1981 to over 700 birds in 2004. However, conflict between protecting the species and developing the local agricultural economy has emerged in the process of rapid economic development in China.\n　The farmers began to consider the protection measures as limiting to local economic deve1opment. Farmers are eager to use modern agricultural inputs such as chemical fertilizer and insecticide and to add wheat cultivation to paddy expecting higher yield from their limited holdings. This would definitely degrading ecosystem of paddy fields where ibis feed itself Therefore, it is urgent that those restrictive protection measures are converted into inductive ones in order to create suitable environment for both farmers and wild animals.
