As Ma searched for new ways to pursue his goals, he became involved in the movement for a National Congress. The movement to establish a National Congress, which was touched off by Sun Yatsen's \"Heading North\" declaration, developed very rapidly in 1925, and it is often evaluated as a prelude to the National Revolution. This article will use material from Ma Qianli's diary to examine the nature of the National Congress movement in Tianjin-including the background of the movement, how it was organized, what goals it pursued, and whether there were special characteristics of the movement in Tianjin.
