For this purpose, the author conducted a questionnaire survey and an interview research in Nagasaki prefecture(Iki, Goto, and Tsushima). The result showed that the most critical factor for students in such isolated islands is the temporal load and the financial load to go to the learning center so that they can attend the schooling and the examination. Furthermore, planes and ships will be cancelled depending on the weather condition. There were students who study only by the textbook because some CATV companies do not broadcast the program of The Open University of Japan.
