First, similarities were found among the terms describing the standards in the three countries, and it was confirmed that the words commonly used in the three countries and their collocations were descriptions related to “student learning” and “professionalism of the school leader.” In addition, the analysis of the characteristic words confirmed that they reflect the differences in the scope and content of the standards as well as the historical and social backgrounds of each nation.\n Second, 23 codes were created by the hierarchical cluster analysis, of which 18 codes were common to all three countries. Network analysis with these 18 codes revealed the following four elements: “student learning,” “principalʼs role as a manager,” “vision of school and building community partnerships,” and “perspective of child welfare.”\nCentrality analysis suggested that the element that occupies the most important position among these is “studentsʼ learning” and that “managerial elements” and “relationships with the outside community” are also vital aspects.\n School leader standards were structured around elements related to “student learning” with a particular emphasis on improving academic achievement and ensuring effective teaching and learning. Furthermore, as managers, they are required to supervise and support the teachers and other staff members(including professional development), manage resources, and build partnerships with the community and families.
