| 内容記述 | The JICA partnership program, "Awareness Project for Disaster Mitigation against Large-scale Natural Disasters Associated with Global Environmental Change in Mongolia"( Representative: Yasuhiro Suzuki, Nagoya University）， started in December 2017 . Originally, the project was planned to run for five years until September 2022, but due to the COVID-19 pandemic, it was not possible to conduct onsite activities until fiscal year 2021. Therefore, the project held online meetings and conferences to sustain possible activities, and resumed on-site activities in August 2022 after about two and a half years. In recognition of its achievements and the importance of working with local residents, the project was completed in March 2024, after an extension of one and a half years. This project was designed in response to a request from the Mongolian government. Unlike the socalled training type projects that impart disaster prevention know-how, this project started with a detailed explanation of "what global environmental change is" and "what should be done for disaster prevention and mitigation". Then, in order to convince local residents that the project was "my thing," we implemented a mechanism for disaster reduction with the participation of local residents. Community leaders and residents were educated through workshops and disaster preparedness walks. We also created video content with expert explanations that can be used by community leaders to educate residents about disaster preparedness, and created hazard maps. In addition, the team cocreated a disaster prevention karuta (Japanese playing cards) as a disaster awareness activity for children. Since such activities could not be carried out by a single organization alone, the actual implementation of various activities allowed the Hovd Emergency Department, the prefecture, the city, and the schools to deepen cooperation, which has resulted in a more effective disaster preparedness system. |
