| 内容記述 | 本研究の目的は戦前の東京市方面委員制度の「社会性」の構造を明らかにすることである。それは当時の社会事業を読み解くことにつながる。我が国の方面委員制度はドイツのエルバフェルト制度をモデルに大正中期からスタートした。岡山の済世顧問制度、大阪の方面委員制度と並び早くから制度をスタートさせた東京市の方面委員制度は、とりわけ関東大震災後活躍し、大都市部の低所得層の生活改善のためにつくしたことで知られる。しかし、戦時体制に我が国が旋回するにしたがって大きく変質していった。方面委員たちはどのような人々であったのか、彼らは「社会性」をどのように捉え意識していたのか。昭和10年の資料をもとに東京市の方面委員の来歴を詳しく調査することで方面委員のキャラクターを明らかにした。その結果、地主や家主層とならんで、多くが自営業主層であったことが明らかになった。さらに、町会の役員を歴任し、また地域の青年団や防護団や在郷軍人会などに所属し、区議も兼任している者も多数いたことがわかった。行政の末端組織として自他ともにみとめる存在であったのである。大正デモクラシーによりきわめて強い「社会性」を期待されスタートした方面委員制度だが政治的保守構造を内包する制度であったのである。東京市の方面委員たちの来歴調査からみえてくる実像は、その「社会性」がきわめて脆弱で独自性に欠く存在であったことである。町会を基盤にしていたために政府が戦時体制へ転換するとその下部組織として一翼を担う存在にかわっていったのである。 | |||||

| 値 | This study aims to clarify the sociality of the Tokyo City District Social Worker System（Homen-iin seido）in prewar Japan. Japanese District Social Worker System started in the mid-Taisho era based on the Elberfeld system in Germany. In particular, the members of this system were influenced by the Taisho Democracy and recognized the social role that they had to work. For example, they helped improve the lives of many people on low incomes after the Great Kanto Earthquake. However, the nature of the system changed a great deal, and it became conservative as Japan moved to the wartime regime. This study would like to clarify the kind of people the members of the District Social Worker System were when it became a subordinate organization of the wartime government. This study researched the occupations and social backgrounds of the members of this system. The results indicate that（1）they were not exclusively from the land-owning or house-owning classes - some of them were also part of self-employed classes and（2）many of them had served as officers of neighborhood associations and belonged to various local organizations, such as youth groups, veteransʼassociations, and were also serving as members of ward councils. This indicates that they were recognized both by the public and themselves as members of a subordinate organization of the administration. Although the District Social Worker System was initially expected to be significantly committed to social problem, it was a system that contained a politically conservative structure. The actual picture that emerges from the occupations and social backgrounds of the members of the Tokyo City District Social Worker shows that the organization was not robust in terms of its social engagement and lacked autonomy, and as it was based on city councils, it turned into a system that played a part as a marginal organization when the government switched to a wartime regime. |
